CreateProcessAsUser does not work under windows 8.1

I cannot get the CreateProcessAsUser to work under windows 8.1 as

In windows 7 and windows 8 it does work when UAC is switched off.

If I execute the CreateProcessAsUser in windows 8.1 it brings back the following message.
"The application was unable to start correctly (0x0000142)"

Apparently the CreateProcessWithTokenW replaces this feature but I could not get it to work.

Does anyone of you have any example or got it work or experiencing any similar issue?

Hi I think i have solved the issue.

Previous .NET Frameworks must be installed for the p/invoked function to work.

In windows 8.1 the .net framework 4.5 is installed as well as .net framework 4.0.

Please install .net framework 3.5.1 it will then solve the issue for you.

ERROR "The application was unable to start correctly (0x0000142)" means that not all the assemblies are loaded which means not all the correct .net framework assemblies.

Don't know why just by playing around I found a way to make it work.
